SUSAN AMIOT

Director of Contracts


As General Counsel, Ms. Amiot has ultimate responsibility for all legal support to the company. She serves as principal counsel to senior leadership, directs the company's compliance programs, oversees contract administration, and provides day-to-day legal counseling in support of the company's business activities.


Prior to joining Exceptional in 2009, Ms. Amiot practiced at a private Baltimore law firm, where she advised and represented clients in corporate matters, civil litigation, white collar investigations, corporate governance, employment laws and regulations, and government contract matters. Ms. Amiot's government service includes five years as a federal prosecutor with the Department of Justice's Tax Division and the U.S. Attorney's Office for the District of Maryland. Prior to her government service, Ms. Amiot was an associate at King & Spalding's Washington, DC office. Ms. Amiot began her law career as a judicial law clerk to the Honorable William M. Nickerson, U.S. District Court for the District of Maryland.


Ms. Amiot holds a Bachelor's of Arts from Princeton University and a J.D. from the University of Maryland School of Law. She is a member of the Maryland State Bar Association, the Association of Corporate Counsel, and the Professional Services Council. Ms. Amiot's past charitable activities include serving on the Boards of Trustees for Metro TeenAIDS in Washington, DC and the Contemporary Museum in Baltimore, Maryland. She is an active member of the Calvert School Parents' Association.

BARRY BECKER

Innovative Solutions & Services Directorate


As the Director of Innovative Solutions & Services, Mr. Becker has made it his goal to effect a culture in which we value the success of the employees, and the employees value the success of the company. By establishing an environment where employees can thrive, it will enhance their ability to better serve our customers, which should result in additional and better opportunities. The Innovative Solutions & Services Directorate is focusing on opportunities that will allow our employees to work with new and interesting technologies, and will provide solutions and services to meet the challenges of our customers..


Mr. Becker brings with him valuable professional experience with multiple federal contractors, including more than twelve years at Westinghouse Defense Company in Hanover, Maryland as well as over three years at ARGOSystems, a subsidiary of Boeing. Prior to becoming the Director of Innovative Solutions & Services, Mr. Becker served as a Principal Software Engineer, Hiring Manager, Program Manager, and Section Manager. Mr. Becker joined Exceptional in 1999 as its 13th employee, and has been instrumental in the company's growth to over 100 employees.


A native of the Baltimore/Washington area, Mr. Becker earned his Bachelor of Science in Computer Science from Towson University.

JAMES BEHR

Chief Security Officer


Mr. Behr started his career with Exceptional in August 2009, and serves as the Chief Security Officer (CSO). As the company's top executive responsible for security he is responsible for the development, implementation and management of the company's corporate security strategy and programs, Mr. Behr is responsible for liaising with Exceptional's customers to ensure all mandated security policies are implemented and adhered to across the company. Mr. Behr is responsible for reducing risk, assuring that incidents are responded to expeditiously, minimizing the company's exposure in areas of financial, physical and personal risk, and establishing and implementing policies and procedures related to data security.


Prior to joining Exceptional, Mr. Behr was the Corporate Security Manager for Argon, ST, serving as Deputy to the Director of Corporate Security and responsible for the security of multiple facilities across the United States.


Mr. Behr is a retired U.S. Navy Senior Chief Petty Officer, where he proudly served for 20 years as a Security Specialist. While serving multiple tours stateside, abroad, and at sea, Mr. Behr earned multiple awards and decorations, including Enlisted Surface Warfare Specialist, Enlisted Aviation Warfare Specialist, five Navy Commendation Medals, and both the Global War on Terrorism Expedition and Service Medals.


Mr. Behr holds an Associate's Degree in Administrative and Management Studies from Excelsior College and a Bachelor's Degree in Security Management from American Military University. He is actively pursuing his Masters Degree in Homeland Security.


Mr. Behr proudly coaches a youth basketball team and is a member of the St. Joseph's Catholic Church in Eldersburg, MD.

GLENN DONITHAN

Cyber & Cloud Directorate


Glenn Donithan is a recognized visionary and innovative senior technical leader, able to influence the strategic direction of both technology and business processes and initiatives. With over 30 years experience in Information Technology, he has a broad technical and strategic background. His specialties include leading organizational change, IT strategy development and implementation, cloud/mobile/social computing, and program management. Mr. Donithan holds certifications as a Project Management Professional (PMP) and ITIL v3 Foundations.


Mr. Donthian joined Exceptional on February 14, 2011 and is responsible for delivering on the Exceptional vision to deliver Exceptional value to state and local governmental agencies through high caliber, innovative services in cyber security operations and cloud computing solutions.


Before joining Exceptional, Mr. Donithan served as the Deputy Chief Information Officer and Chief of the Program Management Division for the Maryland State Highway Administration from 2006 to 2010. There he initiated and led a high-visibility initiative to implement and deliver cloud computing solutions to the Administration. During this time he also served on the IT Governance Board for the Maryland Department of Transportation. Mr. Donithan has also served as Chief Information Officer for the Maryland Institute for Emergency Medical Services System in 2006 and for the Maryland Division of Rehabilitation Services from 2001 to 2003.


Mr. Donithan earned a Bachelor of Science degree in Information Services and a Masters of Business Administration from the University of Baltimore. He completed the National Executive Leadership Institute at the University of Oklahoma and the National Leadership Institute at the University of Maryland University College. Mr. Donithan's charitable work includes serving as a Lay Counselor at Grace Fellowship Church in Timonium, Maryland as well as serving as the Chairman for the Maryland Emmaus Steppingstone Committee.

TODD FLETCHER

Enterprise Management Directorate


Mr. Fletcher has been with Exceptional since 1999 and currently serves as the Director of Federal Operations and the acting Director of Internal Research & Development (IR&D). In this role, he is responsible for the overall growth of the company's government business in the Baltimore-Washington- Northern Virginia area. In regard to IR&D, Mr. Fletcher is responsible for pushing cutting edge technologies in relation to dynamic cyber situational awareness, GIS and data visualization, and security of cloud computing. Through his IR&D efforts, Mr. Fletcher was responsible for taking a visualization concept to a patented COTS product – EarthSpector®


Mr. Fletcher brings with him vast experience in both the Intelligence Community and the data visualization arena. Prior to joining Exceptional, Mr. Fletcher owned and operated E Technology Consultants, a company that specialized in 3-D modeling and simulation programs for the DoD. Mr. Fletcher's experience also includes serving as the Program Manager and Technical Lead over several research and design labs for the federal government while at Digital Equipment Corporation. His engineering career started at Ford Aerospace/Loral in Hanover, MD, where he quickly discovered his passion for data visualization.


A Baltimore native, Mr. Fletcher received his Bachelor's Degree in computer science from Towson University and his Master's Degree from Johns Hopkins University.

VIOLET NOORANI

Mission & Process Management Directorate


Ms. Noorani has been with Exceptional since 2009 and currently serves as the Director of Mission and Business Process Management (BPM). She is also Senior Program Manager for the largest of EXCEPTIONAL's prime contracts within the Intelligence Community. In her role, she is responsible for managing about 10 government Technical Task Orders, ensuring that her team has proper professional support and training and that the tasks are accomplished according to government expectations.


Ms. Noorani has about 30 years of experience in software development, system engineering, database administration, and program management. Ms. Noorani has several years of experience in a commercial environment, designing, developing, implementing, and supporting various applications including Enterprise Resource Planning (ERP), Material Resource Planning (MRP), and Environmental Health (EH). She has about 10 years of experience with the Department of Defense and Intelligence Community, serving as a Senior Principal Consultant designing very large databases, a Technical Lead, and a Program Manager for various projects.


Ms. Noorani holds a Bachelor's Degree in Mathematics and Computer Science as well as a Master's Degree in Applied Information Technology from Towson University, where she also received her certificate in Information Technology Management.
