RAYMOND C. BOWEN III
President and CEO
Mr. Bowen has worked in the Defense Contractor Industry for more than two decades. He joined with a former colleague, Paul Stasko, to found an independent consulting firm. Within a few years, that firm became Exceptional Software Strategies, Inc. Under Mr. Bowen's leadership, Exceptional has sustained yearly growth in the area's highly competitive IT market – it expanded from the two founders in 1996 to a company with multiple contracts across the intelligence community. Exceptional is now ranked in the top 10 largest minority-owned businesses in the Baltimore area.
Mr. Bowen holds a Bachelor's Degree in Computer Science from the University of Maryland, and received his Certified Information Systems Security Professional certification from the International Information Systems Security Certification Consortium.

PAUL J. STASKO
Senior Executive Vice President
Twenty-four years ago, Mr. Stasko started his IT career by taking the Oath of Office for Federal Employees. He spent a dozen years working for multiple government agencies and contractors on numerous projects – experience that was a spring board for starting a new business with co-founder Ray Bowen. Mr. Stasko's philosophy is founded on the idea that loyal, satisfied workers are the key to good business. Although Exceptional is very different from some companies Mr. Stasko has worked for, the core of his personal business mission has always remained the same: to support the United States and the men and women who serve it. With his technical expertise, his years of experience, and his dedication, Mr. Stasko has helped lead Exceptional from a small start-up 8(a) company to a reputable government contractor that employs more than 100 professionals.
Mr. Stasko holds an Master's Degree in Computer Science from Johns Hopkins University and a Bachelor's Degree in Computer Science from the University of Scranton.

BARRY BUDISH
Vice President of Strategic Development
Barry Budish joined Exceptional in November 2010 and advanced to be Vice President of Operations responsible for overseeing all Exceptional programs and contract personnel ensuring that the company delivers exemplary satisfaction and value to our customers. To leverage Mr. Budish's successful track record of capturing new business, he became Vice President of Strategic Development in 2011. In this role, he is responsible for overseeing Exceptional Business Development, Marketing, and Internal Research & Development (IR&D) and is leading the organization towards larger and more complex procurement efforts than ever before.

CINDY REIGNER
Vice President of Administration
Ms. Reigner joined Exceptional in 1999, and currently serves as the Vice President of Administration. In her twelve years with the company, Ms. Reigner has been an instrumental part of its growth and success, facilitating Exceptional's growth from just 25 employees to over 100 employees.
As the VP of Administration, Ms. Reigner is responsible for the essential day-to-day functions of the business. Ms. Reigner brings with her over 20 years experience at a Fortune 500 Company.

AL MARRA
Chief Financial Officer
As Chief Financial Officer, Mr. Marra brings over 25 years of financial management experience and expertise to Exceptional with over 10 of those years in a software/security environment. In this role, he directs all financial aspects of the business including accounting practices, budgeting, financial planning, interface with the financial community, financial analysis, project costing/analysis, and monitoring of financial performance.
Prior to joining Exceptional, Mr. Marra held several challenging positions as a CFO or Controller for various corporations in the Baltimore Washington Metro area. He has experience in high tech, construction, manufacturing and service industries, with both publicly and privately held entities. His accomplishments in the government contracting sector include being instrumental in the conversion and transition of an 8(A) government contracting firm to a public entity, as well as in depth involvement in the acquisition and integration of a small government contracting entity into a leading government contracting firm in the Baltimore Washington area.
Mr. Marra holds a Bachelor of Science degree in Accounting from the University of Maryland, and is an actively licensed Certified Public Accountant. He is also a member of the Maryland Association of Certified Public Accountants.
